For the violation of human rights during the law enforcement of the public security organization in China, the writer tries to seek the way out with the aid of Human Rights Standards and Practice for the Police: Expanded Pocket Book on Human Rights for the Police (2003) by Office of the United Nations High Commissioner for Human Rights (Pocket Book here after). First, the writer offers a literal interpretation of legality and police study to the basics of the Pocket Book as well as its essence of international human rights protection and of justice administration. Secondly, the writer briefly summarizes the legislation practice and achievements of human rights protection in China, and comments on the value and significance of the Pocket Book to the justice administration reform and police affair reform in China. Thirdly, with the analysis of the main conflicts between the essence of the Pocket Book and the present law and system in China as well as the police's ideology and their pattern of behavior, also, according to some feasibility study, the writer believes it possible to publicize and localize the Pocket Book in China. Finally, the writer presents some concrete suggestions on the macroscopic (from the legislation perspective) and microscopic (from the technology perspective) localization and publicity of the Pocket Book, especially on the police affair reform and system construction of the public security organization in China.
