Human rights are important issues in international politics; as the most widely influential international organizations, the United Nations is the core of the exercise of human rights protection.Facing the new situation of international human rights environment, the Human Rights Council was established in 2006 under the proposal of the Secretary-General Annan's report named In Larger Freedom: Towards Security, Development and Human Rights for All in order to promote dialogues in the field of human rights.?And the process of establishing the Human Rights Council is full of struggle.The main objective of the Human Rights Council is being a forum of an international human rights dialogue, to promote and protect the enjoyment and full realization, by all people, of all rights established in the Charter of the United Nations and in international human rights laws and treaties.Taking all the elements mentioned above into account, this article attempts to analyze the establishment of HRC basing on the background of situation of international human rights and the United Nations'mechanisms. To make the estimations more clear and objective, during the discussing, we'll take its response to the upheaval in Libya 2011 for example to evaluate the operation of HRC.
