The Study Of Rights And Interests Guarantee Of Land-losing Peasants During The Process Of Urbanization

With the development of urbanization and industrialization, the demand of land has increased continually. The central government has met the demand by the policy of land expropriation, which has created huge amount of land-losing peasants at the same time. At present, the problem gets seriously and has influenced social development and stability. The article first analyzed the profound causes of this issue from some unreasonable factors of land expropriation policy, such as, compensating standards, procedures and so on. Second, it also analyzed the policy of land property right. Third, it paid heed to the construction of peasant interest group, because its weak power has made the peasants be disadvantaged when competed with other groups.To solve such problems, the author came up with some countermeasures in the second half. First, we should perfect land expropriation policy from follow aspects: define a clear boundary of"public interest", refine the procedures of expropriation, establish a more reasonable compensating standard and keep the equity during the whole process. Second, perfect the system of peasant social security, which should conclude endowment security, hospitalization security, employment training etc. Third, build up peasant interest group and enhance its power, which could exert effective influences on policy making and implementing. In chapter 5, the article analyzed and compared some cities that gained rich experiences on this issue for a useful reference to other places.
