The Research On The Efficiency Of Village And Town Governments In The Course Of Building New Countryside In China

The issue of development not only concerns the prospect of our nation but also is the key to the solution of all problems in China, which should be the main concern of all our work. The overall building of a well-off society was put forward in the 16th National Congress of CPC; the call to construct a harmonious socialist society was raised in the 4th Plenary Session of the 16th Congress of CPC. Development is the fundamental route for the realization of our goals, and the economic and social development in rural areas are the most important and difficult part. In the Proposals on the 11th Five-year Plan for National Economic and Social Development Made by CPC, which was passed in the 5th Plenary Session of the 16th Congress of CPC, the goals and exact policies for the next five-year development have been clarified, and the historical task for constructing the new socialist countryside has been put forward, which has lit the work concerning agriculture, countryside and peasants.The task of building new countryside in China is both arduous and complicated, and can yield a far-reaching effect. Village and town governments, which are responsible for implementation of various policies and directly face the people in countryside, are of great importance for the great work. The guidance and organization of people in countryside requires high efficiency of village and town governments in the building of new countryside. However, it is an indisputable fact that the current village and town governments are far from being efficient in serving people. In order to meet the requirements of building new countryside, it is of great significance to enhance the efficiency of village and town governments. The research on efficiency of village and town governments in building new countryside in China is broad and complicated in content. Using literature, investigation, theoretical method and empirical analysis, the author of this thesis has done the research in the following aspects respectively, such as the strategic position of village and town governments, the new requirement of village and town governments, the current efficiency and feasible solutions to the low efficiency of village and town governments.The author firstly analyzes the strategic position of village and town governments, and then elaborates on the new requirements in building new countryside. As we know that curing from the root is the prerequisite to the solution of problem, the author of this thesis analyzes the problems of the low efficiency of village and town governments from three aspects on the basis of personal survey of the status-quo of village and town governments.The author also explicates the origins of these problems and proposes feasible and creative programs so as to provide some insights on the progress of enhancing the efficiency of village and town governments.
