The Countermeasures And Model To Coordinate The Relationship Between Countryside And Village In The Construction Of New Village

The relationship between countryside and village refers to the relationship between the countryside or town regime including the Party committees and governments and the villagers self-government organizations (village government). At present, there is a great amount of the appearance of disorder and conflict between China's countryside or town government and village governance, which not only do harm to the healthy development of villager autonomy, but also affected the construction of new socialist rural areas and building a harmonious society. So the study of "the Coordination of Relationship Between Countryside and Village in Construction of New Countryside" have great theoretical and practical significance.Based on the present situation of the conflict between countryside government and village governance, through multi-level analysis,the text revealed the cause , proposed solutions to this problem, and explored the specific model of the sound development between countryside government and village governance. The full text is divided into four parts:Part I: the norms and disorder of the relationship between countryside and village in the construction of new socialist rural areas.First briefly outlined the evolution history of the relationship, and then pointed out that from the political norms level there exists the triple relationship between countryside government and rural governance, in the final pointed out that from the Empirical level there are a lot of phenomena of disorder and conflict between countryside regime and village governance.Part II: the Analysis of the causes of the conflict in the relationship between countryside and village. Then pointed out That there are four caused major reasons that caused the conflict between countryside regime and rural governance. Misunderstandings the nature of the relationship between countryside and village; the countryside government's special status in China's power system,the dual role of village committee in the interests and the countryside government in the self-interes,the relationship between countryside and village is short of legal norms in the system.Part III: Some suggestions to coordinate the relations between countryside and village are put forward, mainly consisted of changing concepts,institutional innovation and improvement the rule of law, These three points are respectively the prerequisite, the key and the security for resolving the conflict .Part IV: The "cooperation goverance" model to coordinate the relation between countryside and village. This section discusses cooperation goverance model's theoretical foundation, the driving force and the specific design of the system.In this paper, there are two points of innovation: First, to look into the causes and the solutions to the conflict between countryside government and village government from three perspectives of power, interests and law; Second, based on the country and citizen society theory, governance theory, the new public service theory and deliberative democracy theory, put forward the "cooperative governance " concept to coordinate the relations between between countryside government and village government and made a specific system design.
