Rule of law is the most reasonable pattern to rule a country. The fundamental trend of the government of rule of law is to build the management mechanism and pattern of government which could accord with the economic mechanism of socialist market and the modernization of the society. Local government has the important function to manage local economy and local public affairs, which the central government could not take the place. Local government of rule of law should be of the character of the combination of rule of law, responsibility and service. The form of law would promote the arrangement of the new institution. Local government should be active to cultivate private economy in executing the plan of national economy and social development. Local government should provide beneficial legal conditions for the economical development, respecting the power of society, market and company. The stability of the general economy should be attained by the means of total quantity. The social protection should be applied to low-salary group and the social equal should be maintained. Some economical and administrative means should be used to supplement the defects of the market. The responsible system should be established for local government. It is necessary to establish the government of service, management. Such government would provide high-quality, high-efficiency public service and all-round, equal judicial mechanics. Officials of local government should believe in law, obey law, and propagate law. They should devote themselves to making social atmosphere of respecting, worshiping law in the whole society.
