It is essential to establish a system to regulate decision making and related personnel in order to have proper, democrat and scientific use of public power. It is not enough to only improve administrative procedure in terms of developing the system. It's also important to develop a system to restrain officials who are responsible to make decisions. The administrative procedure does affect the effectiveness of the decisions, but there is an assumption that those administrative officials have positive motives and they are fully responsible. Robin, one of the best Secretary of the Treasury of the United States, has said: motivations of decision making are always more important than results. The system for the responsibility of administrative decision making is to make sure the "motivation" is correct. The decision making system can be improved by restraining the behavior of related officials. Even if the government systems are well established, the desired results still can not be achieved if there is no restrains or regulations for decision makers. The system of responsibility is the key system for decision making because the restrain on related officials. The only way to solve the problems in the decision making is to create such system for responsibility. It is important to improve both the responsibility system and the decision making procedure. In reality, the improvement and practice of the administrative decision making system is not only an effective way to improve science of the system but also the development of the government. Both of them are important parts of the reform of China's government. This article talks about the way to improve the science of decision making by investigating the improvement and practice of the system for responsibility. This argument is focused on the weakness of the development talked above and it is very important. Because China's responsibility system is not well established and is not wholesome.In view of China's unsound and disintegrated responsibility system with weak overall effectiveness, the author, based on the previous studies, tries to propose a framework of responsibility system for decision making, through the analysis of the different types of responsibilities undertaken in the administrative decision making process. Research contents: the current domestic situation and the existing problems of administrative decision making and its responsibilities systems.Key problems resolve: Decision responsibility as a type of system must emphasize integrity and be effective in supervising, controlling and giving relief to the whole decision making process; how to form a dynamic mechanism to accompany the decision responsibility system; probe into the approaches to improve the current decision making responsibility system.Literature review, comparative analysis and interdisciplinary study are adopted in this thesis to look into the current research situation of decision making responsibility system. Through knowledge as well as experience accumulation over major courses, the author has acquired the research ability to conduct a preliminary study on the issue concerned. In the meantime, the author has made a comprehensive collection of previous research findings from libraries as well as the latest ones through the internet.It has been noticed that the current researches tend to lack the introduction of a responsibility system, both feasible and effective. This thesis attempts to identify the various levels and characteristics of responsibilities undertaken by different professional workers, such as information providers, investigators, and final decision makers. On such basis, this thesis innovatively explores to form a practical system in the process of decision making, supervision, monitoring, and feedback collection, in order to ensure the effectiveness of the responsibility systems.Being a rough study into the executive decision making responsibility system, several questions needs to be further explored, such as: (1) No specific appraisals or punishments are proposed regarding the different types of responsibilities undertaken by different roles;(2) No complete argument is provided on the legislation of decision making responsibility system, and no detailed analysis or categorization is conducted on the legislation at various levels;(3) Along with the social development, further observation and research needs to be conducted in real practice to find out the newly arising problems, thus gradually and steadily perfecting the responsibility system.
