The formation of public policy is reached with consensual agreement, public policy process is about the different social interests of the definition, validation, coordination and implementation. Government,as the right to the main public law of public policy, its formulation and implementation process plays a decisive role. Public policy is in the public interest to choose the allocation and implementation of the process established norms of behavior.In this paper, the setting of government responsibility for more in-depth systematic research purposes has three main parts:(1) To formulate public policies of the government responsibility to conduct more in-depth and systematic research, not only has a bearing on China's social stability and the country's long-term stability, but also on China's socialist internal unity and achieving long-term economic development orderly and efficiently. Therefore, the government must clearly and earnestly fulfill its public policy formulation in the position, role and responsibilities.(2) Public policy is about social interests of different groups of balance, as well as government and other administrative agencies to implement effective community management of the lever. Therefore, public policy should not be academic results, which should be based on reality and the practice of the scientific theory of organic combination. To the standards, China's current public policy in the process of social transformation, we should pay more attention and concern.(3) China today for the improvement of public policy makers and the construction of reference. In this paper, an important objective of public policy is to develop all aspects of the analysis, for the improvement of public policy makers and the construction of the new ideas, for the responsibility of the government to provide a clear reference.
