| Poverty is an eternal topic,but poverty is not a problem that can be generalized.It has different causes and characteristics in different periods and different regions,so the anti-poverty struggle often presents different contents and results.Since the 18th CPC National Congress,in the face of new changes and new features in the process of poverty alleviation,General Secretary Xi Jinping has put forward the specific requirements and objectives tasks of "targeted poverty alleviation",and promoted the implementation of poverty alleviation work in a larger scope and at a deeper level.As a special organization for poverty alleviation in Enshi area,the "sharp knife class" has explored a practical and effective way to help the poor by using the responsibility mechanism to consolidate the poverty alleviation work.This paper uses case study as the main research methods,through field observation and in-depth interviews to M village,B County and residency "sharp knife class" will carry out the research activities for more than two months,of "sharp knife class" M village’s structure,operation process and effect of difficulties have a more comprehensive and in-depth understanding and cognition,and on the basis of the investigation for more in-depth thinking and exploring."sharp knife class" compared to "helping responsible person" and other organizations for poverty alleviation and form before more effectively is the key to its responsibility mechanism,based on the characterization and analysis M village "sharp knife class" was set up,run,and play a role in the process of accountability and its effect,discusses the inner mechanism of the "sharp knife class" effective poverty alleviation and path,effective poverty alleviation for explain grassroots areas to provide new perspectives and ideas.Based on the existing investigation basis and theoretical research results,this paper analyzes the reasons for the effective poverty alleviation of the "cutting edge class" in M village,B County,and believes that "responsibility" plays a key role in the process of its play.First of all,all members of the "sharp knife class" come from the prefecture and county departments.They not only have a high working ability and awareness of poverty alleviation,but also have a strong sense of work and responsibility,so they can devote themselves to poverty alleviation work with high standards.Second,under the political bureaucracy,"sharp knife class" under the work tasks and requirements of the higher administrative imperative,from the government at a higher level and its relevant departments at the same time,poverty crucial command,sent responsibility units and social groups,and many other main body and the supervision and responsibility of the performance appraisal,so accurately in the process of poverty alleviation at the grassroots level can’t have the slightest relaxation and slack,then get twice the result with half the effort effect.Finally,"sharp knife class" always adheres to the responsibility orientation in the process of work,clarifies the work tasks and responsibility requirements of each member,and ensures that the responsibility of poverty alleviation is implemented.However,under the pressure of multi-responsibility supervision,the "sharp knife class" also suffers from multiple internal and external threats and challenges,which makes it fall into the responsibility trap,thus affecting the efficiency and results of poverty alleviation.Therefore,attention should be paid to the degree of "responsibility"in the process of rational use of the responsibility mechanism,so as to effectively get rid of and avoid the dilemma and trap in the process of public policy implementation,and provide the basis and guarantee for the formulation,implementation and maintenance of public policy. |
