Electric power belongs to the country's energy, national economic infrastructure industries. As a barometer of national economic development, Electricity reflects the level of regional economic development. Similarly, development of regional economic can also promote the growth of the local power industry. Therefore, the power is indispensable and important resource for economic development and social progress. Every citizen and legal person must abide by the moral standards, but also shall comply with the legal obligations. However, there exists a large number stealing electricity phenomenon that are shocking us: the direct economic losses due to Stealing Power is up toï¿¥800 million a year, Stealing Electricity cases substantially grow year after year, the problem gets more and more serious, which impact the power industry in China in the normal and healthy development.It is general recognized that Stealing Electricity cases are difficult to investigate and deal with by the electricity-supply enterprises, public security, judicial departments. There are not only the technical aspects but also the inherent deficiencies of "power law" and other attached laws fighting against Stealing Electricity aspects which contribute the plight. In this paper, the author tries to find the effective ways to regulate and fight the stealing behavior based on the analysis of power stealing phenomenon and deficiencies of current laws: First: the key area. Power supply enterprises should be aware of their civil main body status, strengthen the management of electricity inspections, improve the inspectors' business quality, Thirdly, the key strategy. Make full use of legal weapons, put Anti-stealing work into the orbit of the law, and fight against Stealing Electricity through legal means. Secondly: the key segment. Power supply enterprises should make clear their customers and their owns' rights and obligations in the form of contracts, and continuously strengthen electricity supply contracts management.
