| With the deepening of the market-oriented reform of electric power industry in our country,the issues that laws and regulations of electric power market lag behind electric power market's renovation and development has become increasingly prominent.Among them,grid-connected renewable energy power generation and transmission-distribution price are two core legal regulations issues,which prevent electric power market from reforming and developing at the present stage in our country.From 2009 to 2015,the revision of laws related to electricity market has not been modified to improve these two aspects,In 2016,the state council placed a number of laws which regulate electric power market on the agenda once again,but this law revision has not been formalized yet.In this background,the purpose of this paper is to optimize legal regulation system of electric power market in our country,with the method of the literature research and comparative research,focusing on comparative research on renewable energy sources grid-connected and electric transmission and distribution price legal regulation question at home and abroad.First of all,overall overview of our country's legal regulation of electric power market is summarized,to perfect the legal regulation of the main basis and theoretical foundation for the follow-up questions;Secondly,by analyzing current situation of the grid-connected renewable energy power generation's legal regulation in the German electricity market,as well as the transmission-distribution price's legal regulation in the United States and Australia electricity markets,the advanced experience about the countries in legislation,system and the corresponding mechanism are summarized in this paper;Thirdly,through the analysis of current situation and problems which are about the grid-connected renewable energy power generation's legal regulation,the perfect suggestions from three aspects are put forwarded,including the grid-connected renewable energy legislation,market access system and grid standard;Finally,based on the analysis of the legal regulation's present situation and problems,this article puts forward some perfect suggestions from two aspects,one is the regulation law of transmission-distribution price,the other one is the regulatory information disclosure system of transmission-distribution price. |
