Although awareness of law in modern society has been improved a lot, electricity larceny is repeated failure to prohibit, even through frequent investigation. And which is worse than before, the way of electricity larceny is much cleverer with higher technology and harder to notice. That leads more barriers to find out and punish. Nowadays there is a hard time for business of enterprises and also causing critical social contradictions, so enterprises and residents steal electric power to reduce production and living cost. That's why critical electricity larceny occurred. Especially for some private companies, they take stealing of electric power as one of their profits, which caused real loss of profit to our country. Electric power income is belonging to government receipts and subject to government financial management. Electric larceny not only obstructed development of electric power supplier and also effected construction of economic development and society steady. The purpose of this article is to submit my own thinking about how to maintain normal electric consumption order in our society by introducing harms and causes of electricity larceny, analyzing lacking of law and difficulties in punishment in current anti-electricity-larceny investigation and provide amended suggestions.
