The purpose of this study was to describe the basic features of two major variables and to investigate the relationship between them. The first is the policy support services accepted by Xiagang Zhigong—the unemployed workers with Chinese characteristics. The second one is the Positive response—social cognition and job-seeking behaviors. A questionnaire survey was used to gather data. It was found that the policy support services Xiagang Zhigong got were not sufficient and that most of them got nothing. Concerning their job-seeking behaviors, informal contacts were most frequently used to find jobs , followed by formal channels through the government and direct applications for jobs by themselves. In addition , it was found that the more reemployment services Xiagang Zhigong obtained ,the more likely they would start more job-seeking behaviors and the social cognition is more positive, they would start more job-seeking behaviors. Some valuable information was found in the study. Unlike their counterparts in the west , reemployment services in China were designed to meet the needs for reemployment ,while psychological needs were neglected. Finally, combine the related researches to explain its reason. First,Xiagang Zhigong depended on government heavily. Second, additional culture of china had great influence on Xiagang Zhigong. Third, individual resources and social resources of Xiagang Zhigong were limited. Fourth, the completion of Xiagang Zhigong was not strong. Fifth, Xiagang Zhigong lacked the support from social policy support.
