Study On China's Local Economy Legislative Procedure

This paper mainly depth analyses problems of local economic legislative procedure in our country with historical and camparative method which theories used are also linked with practising,and then suggests a series of new recommendations to perfect our local economic legislative procedure in our constitutional system.The text can be divided into 4 chapters.The first chapter is a interpretation to our local economic legislative procedure.first, it generally sumery the definition and features of our local economic legislative procedure and analyses the principle of our local economic legislative procedure and then mentioned the role of legislative procedure:it specializate central economic legislation ,implement central economic legislation and create new methods.At last it comparises and analyses three kinds of advantages and shortcomings on our local economic legislative procedure and get a conclusion that we should use local economic legislative work system with reunification and scattered combinating methods.The second chapter is a outlined about our local economic legislative procedure.firstly,it determines the defination of legislative procedure, analyses its features,and then get the defination of local legislative procedure and analyses its legal function which contains Democracy functions and efficiency function,at last it analyses the defination and elements of local economic legislative procedure and points that better local economic legislative procedure means better Standardizing in legislative activities,the quality of legislation,legislative efficiency and enhances legislative nationality.The third chapter mainly mentions some problems in our local economic legislative procedure.It analyses seven problem in the legislative plan preparation process,bill process,the process of drafting the bill,bill scrutiny process,bill voting process,the process of ratification and in the course of the Bills announced.The fourth chapter proposes a corresponding improvement measures to those problems mentioned above in order to improve our local economic legislation, solve the problems in developing our market economic construction and promote local economic development.
