Community self-governance is a kind of important measure for some countries to cope with economic globalization and reform of urban governance. Since 1990, community self-governance has been prevalent in China and has gotten plenty experiences and great achievements. With the penetration of politic and economic innovation and the transformation of the administrative system, the new request for the city management system has been brought forward. Although urban community self-governance is fruitful in China, incomplete legal system and backward laws and regulations block its way. At present, the existing law basis for urban community self-governance, Constituent Act of Urban Neighborhood Committees, is not suitable to the actual needs of community self-governance. Community self-governance is related with social harmony, development of basic democratic politics and achievement of ruling by law strategy. Sound community self-governance system, which can promote the process of socialism democratic and legal system construction, strengthen the construction of basic democratic politics and basic power, is the important factor for strengthening city management and sustaining social stability and plays a key role in the building of new city and constructing socialism harmonious society. As a result, it is urgent to amend the Act. It is in such context that this thesis is put forward.This paper consists of three parts: introduction, main body and conclusion. Introduction mainly tells the cause and development of urban community self-governance. The first part of the main body begins with the connotation, contents and principles of urban community self-governance and the significance of its promotion. In the second part, we point out the theoretical basis for urban community self-governance in China: sociological basis, constitutional basis, and administrative law basis. The third part discusses the mature system in other countries and regions like United States, Japan, Singapore, Hong Kong and Taiwan. Advanced experience in those countries can be perfect references to China. The fourth part makes analysis on the status and existing problems of urban community self-governance in China. Then, suggestions are provided for its improvement in the last part of the main body. The conclusion of this thesis points out that urban community self-governance is the direction of urban governing system. And further development of urban community self-governance is based on reasonable relationship between community and government, community and Party, community and resident, community and society.
