At present there exists a meaningful progress of the basis community organizations in the structure,function and the running style .The method transformation of the organized way and management in city community is considered to be of great importance by the government. The idea of the reformation and the promoting in city community is a powerful demonstration. In detail ,the government asks for reformation of the original neighbourhood,committee system for the promotion of the community development. Above all ,the main point is that we should renew the concept and management system of the communities'development .It is the degree of the participation the serve of the community,the putting of the funds,the quality of the cadres that decide the good exchange which goes on well. In order to explore the reformation and regulation, during the running of the community.
