At present,the role of community in people's daily life is more and more important,as the people engaged in community construction,management and service,the ability of community workers has aroused widespread concern.In order to solve the problems of shortage of community staff and low level of specialization,Shaanxi province began to recruit full-time staff for the provincial urban communities from 2012,but now faces a serious loss of personnel,which has a great impact on community work.This paper,for the first time in Shaanxi province,selected 342 full-time urban community workers(including both in-service and separation)for quantitative and qualitative research,and statistical analysis of the questionnaire.The survey found that the current provincial community full-time staff imbalance,the trend of younger,the number of only children,marriage enter the peak period,education is generally high,but the degree of specialization is low,the existence of self-cognition bias,the average working time is short.Through the questionnaire and related theory,the main factors of the loss include the big gap of reality and expectation,the low level of remuneration,the problem of identity,the heavy task and lack of work achievement.Through further in-depth analysis,it is found that there are four main reasons for the lagging of community management system,the unclear positioning of community functions,the limitations of backward thinking concepts and the restriction of external social environment.According to the cost-benefit theory,expectation theory and equity theory,the author puts forward four suggestions in view of the current situation and causes of loss.First,we will take various measures to optimize policies and measures simultaneously,including enhancing remuneration packages through multiple channels,improving and encouraging incentive policies in one step and expanding the space for diversified development.Second,improve the institutional mechanisms for community governance,including the scientific division of functional orientation of various organizations,the establishment of a diversified community participation mechanism.Third,vigorously promote the ideological changes,including guiding the full-time staff in the community to establish a correct concept of employment and employment,and actively carry out psychological counseling.Fourth,actively create a good environment for development,including promoting community burden reduction and strengthening publicity and guidance.
