Public institute is an unique type of public sector, which is the center of all kinds of elites and the important front for serving the public. But public institute system developed in the background of planned economy. As the development of socialized market economy and the increasing personal demand towards public service, it must to reform the public institute system, which is on longer suitable for nowadays. In the progress of reforming, some public institute will be changed into enterprise according to the requirements of market economy. This dissertation focus on the study of modern human resources management system, which will be set up for those transforming enterprise. This will help those transforming enterprise to set up a new human resource management system and to manage the system in the advantage of elite's creativity and motivation, for surviving and developing the transformation enterprises.
