As a type and appellation of social organization, public institution is a product of new China, a social organization with Chinese characteristics. It is one of the national six categories of organization provided by the Constitution, and also one of the four kinds of legal persons set by General Principles of the Civil Law of the PRC, which is defined as " the social service organization engaging in education,science,culture,health service and so on,which is holden by state organ or other organizations’state-owned property on purpose of public welfare."Public institution, which gather all kinds of talents and lots of state assets, provide a mass of employment opportunities accumulate more than2/3professionals and share responsibility of the public service for the government and enterprises, have played an important part in improving the wellbeing of the people,boosting economic development and promoting social progress. It has been an important position to improve China’s overall national strength and implement the strategy of reinvigorating the country through science and education. However, because of the lagging reform, the problems have accumulated day after day. Some deep seated problems have greatly influenced and restricted the survival and development of public institution, which calls for further promoting reform. In spite of pilot researches have been taken for more than ten years, the personnel system reform of public institution, which is one of the important parts of public institution reform, is confronted with tough task. The development of economic and society and reform of related areas have made inevitable to accelerate the personnel system reform of public institution. So to promote the personnel system reform of public institution has important meaning for improving the quality of cadre ranks, energizing public institution and promoting all-round social development.Taking the personnel system reform of public institution in Shandong province as object of study and using the successful experience of domestic and overseas, the thesis make five part of preliminary study on the personnel system reform of public institution. The first part is the introduction of selected title and the background. The second part makes study on public institution and its personnel system. The third part analyzes the situation and problems of public institution and its personnel system reform in Shandong province. The fourth part has discussed the experience of personnel in western countries and its inspiration. The fifth part has given advice on the reform of public institution personnel system which lies on the construction of new personnel system based on system of organization. The spot of the thesis lies in the theory of setting up rational salary system, improving the policies of social security, further improving the introduction of talents, establishing the micromanagement and supervise system of personnel, which has increased the feasibility and operability of the reform of public institution personnel system.
