Public institution is an important part of the public sector in China, that undertakes the responsibility what is provide the product and service for public society, it is one of the important supply of China public service and public products. Although the public institution system of China with the development of socialist market economy, the public innovation system of China is still lagging behind the Chinese government’s public sector. Therefore the public institution’s personnel system what as an important part of public institutions in the public institution system urgent reform. That also has a positive role in promoting for improve the quality and efficiency of supply capacity of public product and service of public institution in China. And at the same times, provide strong theoretical and practical material for the CMA personnel management.In this paper, through the theoretical knowledge and technical methods of institutional economics, strategic management, human resources management and other disciplines, based on the existing situation of personnel system reform of public institution, and at the same times, research in the case of CMA, find the problems what in the reform of the personnel system in institutions of China. Then through the analysis of the problem, give the the suggest of target, strategy, way of the reform of personnel system in institutions, propose the reform measures for the personnel management in CMAThis paper starts from the related theories, Make a detailed description and interpretation from the theory of the basic concept of the institutions in our country and the personnel system of the institutions and personnel system in China. By discussing of the system of public service unit, the institution personnel system, and the composition, characteristics and function of basic theory and concept of the personnel system, provides the theory reference valuable for this paper. At the same times, the paper describes the method of SWOT analysis and the theory of human resource management, making the base of theory for the following written.Then, carries on the elaboration to our existing public institution system innovation and personnel system reform from a practical point of view, description of current situation of personnel system reform of China public institution fully. Through the research of present situation, found the problem what exist in the institution reform of the personnel system and analysis.
