Public institution is the unique concept of China,the two principal purposes of the public institution are government function and public service,and they perform management and service functions.Public institutions are mainly distributed in science?education?culture?health and other fields,it is the main roost of all kinds of high-quality talents in our country.In modern China,with the rapidly development of economy and society,the government have also carried out a series of reforms to perform the functions of public institution better.The reform of personal system is the core and key of the overall reform of public institution.It has great effect to set up high quality and socialization professional team,impel the development of economic,progressing of the all society.But for now,the reform of personal system in institutions is relatively lagging behind,the existing personnel system can not fully adapt to the socialist market economic system,it has seriously affected and restricted the development of public institution.For that reason,promote the reform of personnel system of public institution,strike up the unique personnel system for different kind of public institutions are the most important and urgent task at present.In this paper,it is divided into five parts to analyze the existing problems in the personnel system of institution T,and put forward corresponding countermeasures and suggestions for personnel system reform.The first part is mainly devoted to introducing the background and research significance of this topic,and expounds the research methods and research ideas.The second part introduces the basic concept of institution personnel system,the human resource management theory and the motivation theory.The third part analyzes the current personnel system of T unit in post setting?the management of off-staff workers?talent mechanism and performance appraisal.The fourth part mainly introduces the main problems of T unit personnel system.The final part according to the existing problems of personnel system of T unit,put forward reform countermeasures like setting up scientific and reasonable positions,specification for non staff management,improving management system for talented persons and perfecting performance appraisal system.
