The Taiwan issue is the core in Sino-U.S. relations. US support for Taiwan is the most important obstacle to China's reunification. After China and the United States established diplomatic relations , the issue of America arms sales to Taiwan has been one of the most sensitive problem of Sino-US relations, because this regard Taiwan as an independent political entity, which is a serious affront to china's sovereignty .China has been condemning and objecting to the policy of arms sales to Taiwan all the time, but unable to prevent the behavior. As soon as the Sino-U.S. relations were established,"with Taiwan Relations Law"was passed in American Congress. President Carter signed the law in April 10, 1979. The United States continued to sell the weapon and maintain all kinds of military relations. In addition, other important impetus are the economic interests, US Congress, the American domestic politics, the cold war thoughts, Taiwan's solicit and so on. The United States sustains Taiwan by means of weapon sale, transferring the military technology, the information cooperation, training military personnel and so on.In the post-cold war U.S.-Taiwan relations are three stages: comprehensive promotion stage, new framework established of military cooperation and paramilitary alliance. At present, the U.S.-Taiwan military relations have some characteristics which weapon sale is the core, the military software cooperation is deepening day by day and the military personnel intercourse is moving openly and standardized.This article is directed by Marxist historical and makes full use of the knowledge and methods of international arms trade and the decision theory of international relations. The article researches the background and reasons , the ways and procedures of arms sales policy ,analyzing the danger of the policy. It's a complex of factors to affect a country's foreign policy, including international, domestic, historical and cultural and national identity, and other factors. Foreign policy is often the result of the interaction of these factors. this paper explains the effectiveness of the policy, the impact of policy on arms sales to Taiwan by the United States on issues such as determining factors discussed, on the basis of decision-making on the different decision-making model to the United States arms sales to Taiwan since the Sino-U.S. relations were established. Different models of the foreign policy of the United States arms sales to Taiwan applied to the decision-making process can be seen, rational behavior patterns of the United States arms sales to Taiwan to answer "why" issues, and helping people to understand the intention of the United States arms sales to Taiwan and objective. Bureaucratic political model overcomes rational mode of behavior problems. The answer of the United States arms sales to Taiwan policy is "how to prepare", but into the other extreme.Finally, I come to the conclusion that: different patterns of foreign policy on arms sales to Taiwan by the United States for analysis of the decision-making process, as Mangrenmoxiang, only see part of the decision-making process. decision-makers need to grasp the full use different models on the foreign policy, all factors taken into account.
