After the Cultural Revolution,the national economy of China has got recovery and development.However,there was a new tendency of rash advance in the process of economic construction,whose main content included the economic deployment made in the "left" thought,the unrealistic goals of economic development and the anxious economic development policy,because of the remnant of "left" thought,the urgent desire to accelerating the modernization construction and the overestimate of economic situation.Before and after The Third Plenary Session of the 11th Central Committee of the Communist Party of China,the national economy adjustment and the economic management system reform started with the shifts of working focus and the ideological emancipation.The Central Committee of the Communist Party of China hold the Central Working Conference that part of leading cadres of central apartments and relevant local leaders attended from April 5th to April 28th in 1979.Li Xiannian delivered a issues of "why","what" and "how"of the national economy adjustment after discussion.Many of their proposals promoted the adjustment of national economy.The Central Working Conference mainly discussed the economic management system reform,the reorganization of enterprise and the basic principal of socialist modernization,which are three important issues of socialist modernization.The Conference pointed out that the current problem of China economic management system mainly is over concentrated.To solve the problem,China should reform the enterprise management system,financial system and economic trade for foreign countries system,and the reform should follow the local and enterprises motivation first principle.The core of these reformations is decentralization of the power and providing more profits to local and enterprise.On the Conference,the reformation ideas and advices brought up.Moreover,the leader of Guangdong province brought up the "one step ahead" strategy of the opening up to foreign countries.The Conference said China enterprises still got huge potential,therefore China should reorganize the enterprises by follow the principal of build and improve the responsibility system.At the meantime,methods should be used to increase production and practice economy.Deng Xiaoping's speech "upholding the four cardinal principles" was discussed on the Conference.The topics are how to proceed from China's actual conditions,to build Chinese modernization road and to up-hold the four cardinal principles for providing a stable and united environment for socialist modernization construction.At the same time,the Conference also discussed how to deal with the relations between ideological emancipation and up-holding the four cardinal principles;and how to evaluate Mao Zedong and Mao Zedong thought comprehensively correctly.Among these three topics,firstly,the economic management system reform is good to enhance the national economy adjustment,and can provide the secure institutional system;secondly,reorganize the enterprise,enlarge the profit and save the cost can make sure the national economy reform goes smoothly well,which bring the solid foundation to the socialist modernization;thirdly,upholding the four foundation is the primary basis of realize the Four Modernizations.The Central Working Conference decided to start the the national economy adjustment according to "re-adjusting,restructuring,consolidating and improving"policy.After the Conference,national economy and economic management system reform was undertaken.But because of the remnant of "left" thought and the one-sided views in economic work and the tendency of considering the benefits of department or local,the Conference's decisions were not implemented comprehensively.The decisions about reforming the enterprise management system,financial management system and trading with foreign countries system were carried out well.Although not all the decisions and ideas were implemented completely,the The Central Working Conference still had important historical significances.On the conference,the leaders of the Communist Party of China and China government built the same understanding.They came up with the basic ideas and thoughts about national economic reform and socialist modernization,and put forward in practice.The specialties of the Conference are having both problems consciousness and the determination of solve them;both practicing and theoretic;both principal and flexibility.However,the Conference has its historical limitations.Such as it did not correct the "left" mistake in the economic work.Neither did the Conference unite all the thoughts and collect all the ideas nor take measures to assure the implement of the Conference.Nevertheless,the imperfect points do not influence the crucial role of the The Central Working Conference in China's opening up and socialist modernization.
