Research On Community Management Innovation Of Mineral Industry Resource-based Cities

There are so many differences in cities spaces and social areas, so the community management should be diversification depending on the different local conditions. At present, there are so few researches in community management. Therefore, The research on community management innovation of mineral industry resource-based cities has theoretical and realistic significance of enriching the community management and promoting the resource-based city of sustainable development. From the perspective of the community management subject, there are certain problems existing in community management of China's mineral industry resource-based cities: local government is in the weak position, community management is lack of driving force; the resource-based enterprises are in the powerful position, dividing social resources; community residents have strong 'institution consciousness', while the ' community consciousness' becomes indifferent, the NGO of the community is of great maldevelopment. From the field community management , local government should play its role in guiding and serving; resource-based enterprises should give the function of supporting; community residents should be active participants; and the NGO of the community should become a polymerization.From the perspective of the community management subject and the field of community management, guided by the management theory, field theory and social capital theory, this paper has a rational analysis on the innovation of community management of mineral industry resource-based cities and on the experience of foreign communities and the communities of Jilin, and Pingdingshan, furthermore, it summarizes the advantages of them to promote innovation of community management. Based on the theoretical analysis and practical experience, the paper analyze the current problems and causes of community management of mineral industry resource-based cities objectively , it presents the definition of community management field and discusses its power system and function mechanism, and then it proposes new strategies of community management of mineral industry resource-based cities. Finally, the paper takes Daqing City as a case, by means of interview and questionnaire, to prove the innovation strategy of community management of mineral industry resource-based cities feasible furthermore.
