Research On The Community Management Of Landless Peasants During The Process Of Industry & Cities In Shanghai Chemical Industry Park

With the sustainable economic and social development in China,as one of the pillar industries,the chemical industry has gained the flourishing development,however,certain problems urgently to be solved have occurred during the construction process of large chemical industrial areas and the integrative development process with the surrounding cities and towns,and the community management of landless peasants is one of the prominent problems.As the vast rural land is requisitioned,the landless peasants are concentrated to live together and form the landless peasant communities,which tend to be constructed in the towns nearby the chemical areas.Due to the industrial characteristics,the chemical industry areas require a large number of industrial workers who often live in landless peasant communities,and this has expanding the population size of the community and even the towns.Meanwhile,the safety and environmental issues in the development process of the chemical industry have brought negative impacts to the surrounding communities and towns,which may further hinder the integrative development of the industry and the city,the new urbanization construction as well as the urban and rural unitary development.Therefore,the community management of landless peasants has become a key factor in the process of the integrative development of the industry and the city within the chemical industrial areas,and also one of the key factors ensuring the healthy development of the industrial economy and the social harmony and stability.To study and solve the problems in the community management of landless peasants in the integrative development of the industry and the city within the chemical industrial areas,will be of great theoretical and practical significance for the healthy and sustainable development of China's chemical industry,the integration of the city and the industry as well as the protection of the vital interests of the landless peasants.This paper attempts to inspect the problems in the community management of landless peasants in the integrative development of the industry and the city within the chemical industrial areas in a scientific and comprehensive view.Through the field investigation of the landless peasants' community of Shanghai Chemical Industry Park,this paper discovers certain issues in community management,such as safety and environmental protection,foreign population,social security,property management,etc.,with the analysis and solution,the paper has innovatively proposed the management initiatives on government services,residents' self-governance,thirdparty management,safety and environmental protection and expects to provide a new mode of thinking for the study of the community management of landless peasants in the integrative development of the industry and the city within the chemical industrial areas.First of all,this paper defines the main categories and cites the theory of basic public service equalization,the new public management theory,citizens' socialization theory and the public safety theory,which have provided the theoretical basis for constructing and improving the community management system of landless peasants in the chemical industry area.Secondly,this paper selects the community of landless peasants in Shanghai Chemical Industry Park(Shanghai Linhai Community)as the example,makes analysis on the status quo of community management of landless peasants as well as the defects of the system and the community management of landless peasants.In addition,this paper analyzes the community management mode of the well-known chemical industrial area both at home and abroad,such as the autonomous community model in Houston of US and the government-led community model of the Jurong Chemical Industry Zone in Singapore,and extracts the lessons and experiences to learn.In the end,the conclusion is reached,that's: to solve the existing problems in the community management of landless peasants in the integrative development of the industry and the city within the chemical industrial areas,we need to improve the community management systems,including the establishment and improvement of a sound government management system and the landless peasant community management operation mechanism jointly participated and invested by multiple parties,the improvement the public service system and the establishment and improvement of the safety and environmental protection mechanism,thus to ensure the smooth promotion of the integrative development of the industry and the city within the chemical industrial areas and the smooth transition to high standard of community management from the landless peasant community management,and lay a solid foundation for the construction of a harmonious socialist society.
