The For-profit Government Sector In Reformation

Sector interest is a hot topic in political science research fields. Sector acts in order to access to benefits for itself but not for the whole government or people. It has repeatedly happened and seemed as an important resistance to Chinese reformation. The resistance make it that sector interest is opposite to reformation seem true. But if we look back, we will find that sector interest appeared together with reformation.Government's promoting is a remarkable feature of Chinese reformation. Reformation is to gain enough resource to complete system self-reproduction. So it appear when the resource is not enough. Not only the social and economic system but also the sector's external environment and operation system is changed in the reformation access. Sector got more independence and became to act for itself. That made the sector more efficient and completes the reformation. But if reformation harms the interest of sector, the information would be obstructed.The reason of that the relationship between reformation and sector interest is so complex is sector's operation system and the form and content of the reformation are different. We refer to Maria Csanádi's theory about Party-States, and made a new framework about sector's action. We get the government , high-level sector and society into the framework and analyst their impression to sector's resource. Then we can add the reformation to the framework and do some analysis.We found the appearance, development and strengthening of sector interest is come from the change of sector's operation system and method to get resource which made by reformation. The sector can get resource by its action directly in the changed operation system, and the sector's supervisor (e.g. government, high-level sector) couldn't do efficient control. That made sector interest come true and become more firm because of its combine with other conditions. So it's not easy to solve the problem.
