A Comparative Study Of Public Crisis Management Regime Between China And America

As a developing country, China has entered into a new era of economy and society transformation. It is an age full of crises including some disasters and infectious diseases. The SARS case and the Songhua River Pollution case made great influence on our country. These crises threw the society into the disorder. At the same time, they caused the enormous economic losses. It is the time of public crisis management. Through these crises, we begin to focus on the problems of the crisis management. We find it is necessary and important for us to establish high efficient modern crisis management regime. On the opposite, the short of regime is the most serious matter for the public crisis management in China.It is earlier, that America began to study the crisis management. Under the advanced crisis management theories, America succeeded in practice. The country established integrated public crisis management regime. After suffering the 911 Attack, America began to improve their crisis management regime. And now, their regime becomes more mature and advanced. We should learn from American crisis management regime's strong points to offset our weakness. On the other way, some problems still exist in the American crisis management regimes.First, this paper will introduce the relative theories about crisis management and the two crisis management regimes of China and America. Secondly, the writer will compare these regimes and discuss the differences from four viewpoints such as management structure, management project, management phase and organized management actors. On the aim of lucubrating, the causes of the differences will be found and stated. Based on the study of difference between China and America, the writer will take some advice according to the facts about Chinese crisis management regime in the rear of the paper.This paper will use the way of combining the theories and practices to compare and analyze the differences between Chinese regime and American regime. And through this paper, I will try to take some constructive advises in order to advance Chinese crisis management ability.
