The Study On NGO Participate In Public Crisis Management In China

Frequent occourence of Public crisis has become inevitable challenges in social management. As the representative of authority, Government should play a leading role in crisis disposal. Our country is in the crucial stage of economic transition and social transformation, the public crisis tends to diversify and the incentive is increasingly complex . it will be extremely hard to assume all responsibility and risk for crisis management ,it is a sticking point to deal with crisis that effectively mobilize social forces and integrate social resources. For this reason, this article put the focus of crisis management to non-governmental organizations, researching the mode that Chinese non-governmental organizations participate in public crisis management and the ways to make it available. It is an effective way to perfect present emergency response mechanisms and improve the capacity of public crisis management.First of all, researching the public crisis management in the perspect of in public non-governmental organizations base on the Summary of crisis management research ; defining relative concepts, quoting relevant theory of public governance as a theoretical basis and support.Secondly, analysing the need and feasibility that non-governmental organizations participate in crisis management ,it based on discussion of survey that our non-governmental organizations involve in public governance,and investigating the problems and causes in which non-governmental organizations paticipate in our crisis management thereby.Thirdly, conceiving a mode for non-governmental organizations involved in crisis management according to some principles and ideas,researching the boundary of its power and responsibilities and the relationship with the Government in crisis management, and then analyzed the mechanism innovation in crisis management brought by non-governmental organizations. Finally,researching the way and measure that Chinese non- governmental organizations participate in public crisis management. It's aimed at that non-governmental organizations can play a part in the effectiveness of public crisis management, and this article raise feasibility suggestiongs to build a fully integrated public crisis management system therefor.
