The Research Of Sunan Area's Trade Union Organizations Model

Labour union, the organization of working class, is the link of the party and government. As a strong pillar of the state power, union plays an important part in the state's economic and social areas. In the condition of socialism, the nature of the state, the historical effects and responsibilities of the working class, as well as its own characteristics make it important and necessary for union to exist and develop."Sunan area (The southern area of Jiangsu province)", mainly referring to three major cities: Suzhou, Wuxi and Changzhou in Jiangsu province, and sometimes Nanjing and Zhenjiang also included, is the most developed area in Jiangsu province and one of the most promising areas in the country. In November, 2006, State Statistical Bureau released a name list of"100 strongest counties (cities) throughout the country in 2006", in which seven cities in Jiangsu province are of the top ten. They are Kunshan, Zhangjiagang, Jiangyin, Changshu, Wujin, Taicang, and Wujiang, all of which are located in Sunan area (The southern area of Jiangsu province). As regards of this paper, China is in the period of institutional reform. As a result, union organizations of Sunan area (The southern area of Jiangsu province) are experiencing great changes in politics, economic construction and social ideology. Various types of ownership have appeared, with a large number of foreign enterprises, national enterprises, and limited companies based on the opening-up policies. The advanced manufacturing and modern service trades develop side by side, contributing to the new industrial structure. Large-scale enterprises are dominant. Ways are trying to form a new pattern that integrates economic and social development in urban and rural areas. Market leads the way of economic development while the government mainly deals with problems in the process of social development, thus accelerating the separation of the functions of the government from those of enterprises. Therefore, union organizations are facing more challenges and chances. However, the traditional operating mode of union is no longer fit for the development of the society, so it is necessary to reform the union's operating mechanisms.Based on the theories of system changing, the theories of the third department, and the theories of organization reforming, the author analyses the social background where union in southern part of Jiangsu province exits and the chances as well as the difficulties they are facing. Meantime, the author lists six new modes which are being tried in union of this area, with the new modes'characteristics and disadvanges. Above all, some constructive suggestions on the development of unions in this area are offered. With the general interests of the masses the awareness of IPR protection awareness and continuously improve and the international community to strengthen the degree of attention to people's livelihood in China,more importance are attached to social development on the basis of economic growth to ensure and improve people's livelihood, carry out social restructuring, expand public services, improve social management and promote social equity and justice. Unions should try their best to"organize and help protect the people's legitimate rights and interests"so as to improve the labour relationship and strengthen the foundation of a harmonious society. This is a task given by the Party and the government, a strong wish coming from all the people, a noble vocation permitted by the law, and above all, a mission assigned by history. Therefore, union organizations need deepening the reform of its systems to meet the requirements of the development of the society.
