A Study On The Economic Development Cooperation Between The Local Governments In The North And The South Of Jiangsu Province

Regional integration has become the trend of regional economic development.Strengthening the cooperation between local governments is an effective path to promote the regional economic coordinated development. The theoretical basis of this study is intergovernmental management theory and on this basis the author combines the present situation for economic development cooperation between Jiangyin and Taixing governments and explore the pattern of economic development cooperation between the northern and southern local governments of Jiangsu Province.The economic development cooperation between local government of southern and northern Jiangsu has win-win cooperation, enough motivation premise, good cooperation environment and so on. The practice has proved that, under the guidance of the government of Jiangsu province, the economic development cooperation between northern and southern local governments of Jiangsu Province is successful. It narrows the regional gap and promote regional development. But at the same time,there also exist some problems just like the prospects of provincial inappropriate government policies, local protectionism, repeated construction and industry. The author took the economic cooperation between Jiangyin and Taixing governments as an example, the two cities have economic development cooperation basis on historic culture, economy and politics aspect. The economic development cooperation between two governments acquired the superior governments’ policy support, with the participation of enterprise, co-builded the Jiangyin Huangqiao industrial park as the economic development platform, proceed the successful cooperation. But there also exist some problems like the northern and southern local governments held different ideas, the market mechanism did not give full play to the role, the management mechanism is imperfect and the mechanism for interest sharing and compensation is not sound. Based on the above analysis, this study thought put up a mechanism of compromise mutual words as framework to operate mutual communication between local government to the provincial government, local government to enterprises and words between the local governments. In practice,based on regional economic development the provincial government should formulate reasonable policy and create a good environment for cooperation. The local government has to build stereo cooperation platform, improve recruiting and evaluation mechanism and build mechanism for interest sharing and compensation.
