With the condition that Information Warfare's essence is 'violence', this paper has reviewed the war-history, and discussed the issue of Information Warfare's 'Benevolence'. Early in the 18th century,a theorist had the idea "without cause undue casualties and to disarm armed enemy", and believed that was the real direction of war .The emergence of limited war show that the form and guiding principles of war have changed marked. It was a reason of article propose: Gradually 'Benevolence' of war .The war was Gradually 'Benevolence', but the nature of war have not changed, this exposes the military theory question which the paper needed thoroughly to study. Through the analytical method of Induction and Deductive with interweaving with history,the author studied some moral poblems and usesd "Benevolence" for a ethical judgement in specific Perspective.this paper has started with Information Warfare and Benevolence's concepts, brought forward a new concept for Information Warfare, and described the concept of 'benevolence' and the assessment standards for the war 'benevolence'. Secondly, this paper has analyzed the causes for 'benevolence' of Information Warfare from the angles of technology, civilization and benevolence. Thirdly, this paper has verified the process of Information Warfare's 'benevolence' from the angles of purpose, measures and process. At last, this paper has concluded that the Information Warfare has never changed the characteristics of the war, and illuminated the ethic Perspective in this paper; under the premise that the future of the Information Warfare is the 'Spirit Information Warfare', this paper has forecasted the material phases of the future Information Warfare.
