Research On Competitive-Contracting Of Chinese Weapon Systems Acquisition

It is proved that policy of competitive defense acquisition based on contract regimes is the powerful weapon for improving benefit. With the process of our social and economic system transformation, weapon systems acquisition reform is being deepened constantly. Competitive contract is not only historical trend but also realistic problem. Competitive-contracting of Chinese weapon systems acquisition is propelled to develop by economy, polity and military and so on. Therefore, it has important theoretic and practical significance to research and perfect the theory.Firstly, paper summarizes and analyzes the existing problems in the development of competitive-contracting of Chinese weapon systems acquisition from the background of weapon systems acquisition reform and then analyzes the classes and regulation, particularity of main body, competition mechanisms and contract mechanisms of competitive-contracting of weapon systems acquisition by using transaction cost economics, contract theory and so on. Furthermore, the theoretical framework and practical operational mechanism of competitive-contracting of Chinese weapon acquisition is discussed with the relatively mature experiences and theories of developed countries and practice of China's weapon systems acquisition. Finally, it is concluded and put forward some suggestions.The results manifest it is the necessary condition that transaction attributes, competition degree and contract relationship of weapon systems acquisition match with each other. Especially, competition and contract depend on one another for existence. Base on this visual angle and analysis by using Marshall Buffer area theory, interest game model and incomplete contract theory, it is proved that anticipative performance comes true when competition mechanisms, source selection and contract mechanisms meet the restrictive conditions. Meanwhile, paper stresses fostering main body and perfecting environment of competitive-contracting of Chinese weapon acquisition due to its particularity while the general theory and other country's experiences and theories are using.Make a comprehensive view of the whole thesis, it is concluded and put forward some suggestions, which pointed out that we should further strengthen the notion for developing competitive-contracting of weapon acquisition and perfect the related system guarantee and promote the involved basic work. Through a series of measures to promote Chinese defense acquisition reform, establish and perfect competitive defense acquisition regimes based on contract regimes.
