The demonstration and planning of multiple armaments is to make an overall design of armaments construction and do some demonstration on the implementation scheme under the development strategy within the planning period. With the development of military technology, more and more different quantities and models of the armaments are involved in the capstone planning. At the same time, annual budgets used to be invested in armaments development are under a certain limit. Weapon Systems of Systems(WSOS) development under a limited condition is more probable and real. Thus, how to make a scientific planning of multiple armaments and form a meaningful scheme and conclusions under conditions of limited resources and limited time to help the construction and development of WSOS is of great value in reality.According to the existing research, it lacks quantitative models and solving algorithms. In this paper, a planning model of WSOS is proposed to look for the best development scheme, by comparing different combinations of armaments, based on given capability requirements. It can best make up to the capability gaps and at last form a planning route of the armaments.The substantial works are listed as follows:(1) The basic model of the WSOS development and planning problems is proposedThe budget constraint?weapon development cost?planning time and some other qualitative constraints are turned into quantitative mathematical formulas based on the analysis of the WSOS development and planning problems. The decision variables, constraints and objective function are nailed down in this paper. To maximize the capability needs and shorten the capability gaps, a planning model is proposed. And the objective function is formed based on the thoughts of capability gaps, which can measure the gaps between WSOS capability and capability needs and weigh the quality of different schemes.(2) An intelligence optimization algorithms based on DE is proposed to solve the problemA differential evolution based optimization algorithm is proposed to solve this problem, considering the huge solution space which consists of the variables of the model selection. Traditional algorithms are inefficient and limited in application. Intelligence optimization algorithms have been widely used thanks to their high efficiency. And it is suitable to use them considering the complexity of the model. This paper proposes an intelligence optimization algorithm based on differential evolution(DE) and a special coding data structure that could effectively express the constraints is put forward. Thanks to the particularity of the coding structure, individual preference can be easily mixed in this model, which can help generate satisfactory solutions. The results show the high efficiency of the algorithm and it can be used in reality.(3) A specific case is carried out under the background of the East Sea of ChinaAt first, some basic parameters and constraints related with the problem are given. Then a detailed planning model is put forward based on the knowledge we have discussed, and DE is used to solve this problem. By comparing the results of different algorithms and different mutation parameters based on DE, it shows the effectiveness and high quality of the proposed algorithm. Moreover, this paper makes a detailed discuss by comparing different results under different parameters. The final conclusions show high authenticity and are consistent with the brain thinking, which can support the decision making on the capstone planning.
