At present, with regard to the acquisition of complex weapon systems, themilitary’s current staged acquisition mode has gradually lagged behind the needs of thedevelopment of national defense construction. The integrated acquisition of weaponsystems is the response to this dilemma, which is a whole life management activitybeing explored for the demand for combat troops.Through analyzing the management situation of each phase in whole-lifeequipment acquisition, the research finds that the connection among the scientificresearch phase, production phase and application phase has several problems, includingthe discordance between researches on weapon system and acquisition needs, themanufacturing transfer, and the inadequate training of how to use and maintain theweapon system. A detailed analysis shows that in the background of modern high-techlocal war, the current grading acquisition is inadequate, because it can not avoid the lowacquisition efficiency, meet the military’s weapon needs, etc. The development ofintegrated acquisition system is necessary. The study reveals that only the leading roleof the military is ensured can the advantages of integrated acquisition be presentedthrough marketing measures to activate those research, manufacture and maintainorganizations. The thesis designed an Economic mechanism from the perspectives ofpricing, information and contract, the result of the case study validated it.It can be concluded that the connection problem among each phase in weaponacquisition is the cause of implementing integrated acquisition; compared with gradingacquisition, integrated acquisition can meet the needs of complex weapon acquisition;price payment and contract management are useful measures to promoting weaponacquisition efficiency; information communication is the “lubricant” of itsimplementation; and the implementation of integrated acquisition needs to be underwhole-life management organization and condition.
