Research On Incentive Quality Regulation Of Chinese Weapon Systems Acquisition

The quality of weapons decides army's battle effectiveness and the success of future battle, which is the key factor of weapon acquisition. How to use the advanced quality regulation methods to guarantee weapon's high quality and advance weapon's maintainability and indemnificatory and reduce repair cost is a significant problem of our army's construction and management. Study this problem has important theoretical and practical meanings.Firstly, the thesis summarizes and analyzes the existing problems in the process of incentive quality regulation during our army's weapon acquisition. And then using information economics and regulation economics to analyze the choosing contract in the process of incentive quality regulation which contains choosing contract's type, price and cycle; the competition management under the frame of quality regulation and the appropriate quality cost. Lastly, on the basis of theoretical analysis, it is concluded and put forward some suggestions.The results manifest that the process of forming weapon's quality is the identical process of gaming during weapon provider, user and buyer. If incentive quality regulation needs achieve anticipated aim, it is crucial to design a"tell the truth"mechanism to discriminate different types of enterprises. Army need to balance the intensity of incentive contract and information rent. Under the frame of quality regulation, army should manage the weapon acquisition market and improve the weapon's quality. Besides, according to army should decide the cycle of contract and avoid the"ratchet wheel"of quality regulation.Making a comprehensive view of the whole thesis, it is concluded and put forward some suggestions, which pointed out that army should build up scientific quality notion, consummate the system and mechanisms of quality regulation in weapon acquisition, which contains quality need mechanism, contract management mechanism, quality risk control mechanism and perfect laws of quality regulation in weapon acquisition.
