From the United Nations since its establishment 62, the discussions on reform have never stopped. Indeed, the views of the United Nations should be reformed since the end of the Cold War, has been a hot topic in the media. Although we emphasize the necessity and urgency for reform, but real reform will be difficult. Developed and developing countries due to their different situation and status, and the main challenges facing different problems, therefore, the emphasis of the reform and the specific requirements also exist serious differences. The United Nations Security Council(Security Council-SC)(the Council) is the United Nations one of the six principal organs. In accordance with the purposes and principles of the United Nations Charter, the Council for the maintenance of international peace and security, the right to take action is the only United Nations agencies, therefore the reform of all Member States is most concerned about sensitive issues. Council reform is actually involved in the two specific issues that the Council's composition and the veto power of the waste problem or restricted.Reform of the United Nations involved in a very wide scope, in addition to now people are most concerned about, the most intense controversy, the biggest difference is reform of the Security Council, Secretary-General Kofi Annan's"substantial reforms" also includes the Council, the Trusteeship Council, the General Assembly and the United Nations, the main body and its functions, and other issues. We believe that through the joint efforts of the international community will certainly be able to reform the United Nations to effectively resist hegemonism, the United Nations will be transformed into a new safeguarding world peace and development an important platform.
