Since its founding in 1945,the United Nations has been playing an important role in maintaining world peace in the international community.Especially during the cold war,the Security Council,as the core organ of the United Nations,effectively alleviated the conflict between the United States and Russia and prevented another outbreak of war between the great powers.After the Cold War,with the continuous changes of the international situation,the threat of traditional security is declining day by day,at the same time,all kinds of non-traditional security problems are gradually highlighted,and the action of the Security Council at this stage appears to be inadequate.As a result,the international community to the United Nations Security Council reform began to appear,and gradually rising.However,in the past decade,the discussion on the reform of the Security Council has changed obviously.The ambitious reform groups have gradually become bleak,and the attitude of the permanent members of the Security Council and the international law community towards the reform has also become more cautious.Through the research,the author believes that this turn is due to the decline in the importance of non-traditional security issues in the international community in recent years,as well as the re-emergence of the situation of competition among the former great powers,which leads to the return of the traditional security issues.So,in this new international situation,the core issue of the reform of the Security Council,whose primary responsibility is to maintain international peace and security,should be reconsidered.The author believes that the non-permanent membership can be properly increased,but the permanent and veto system should not be reformed boldly.In addition,China,as one of the permanent members of the Security Council,is also one of the "great powers" in the situation of great-power competition,and should be more cautious in the issue of structural reform of the Security Council.This paper focuses on the recent trend of Security Council reform and analyzes the underlying reasons behind the deadlock in Security Council reform.By analyzing the inappropriateness of the existing reform plan in the current situation and China's attitude towards Security Council reform,on the basis of following the purpose of the United Nations and the basic principles of international law,puts forward some suggestions on the core issues of the reform of the Security Council.Firstly,by combing the background process of the reform of the UN Security Council,the author finds that the heat of the reform of the UN Security Council has declined in the past ten years,which seems to have reached a deadlock in the reform of the Security Council.The reason is that the existing reform plan can no longer reflect the new pattern of the international community.In recent years,the dramatic changes in the international situation have made the Security Council face a series of new difficulties and challenges.As the main responsibility of the Security Council,the focus of collective security issues is gradually changing: the competitive situation of the great powers is re-emerging,and the threat of traditional security returns.Emerging non-traditional security issues are becoming increasingly complex.Against this background,the stability,authority and efficiency of the Security Council,an organization regarding the maintenance of international peace and security as its primary responsibility,are particularly important.Therefore,I believe that in order to deal with the traditional security threats posed by the competition of big powers,the reform of the Security Council under the present situation should be treated with caution.Secondly,the author analyzes the core problems of security reform,that is,the establishment of seats and the existing reform of the veto system,and thinks that there are many shortcomings in the reform.From the perspective of international law,it is difficult for the existing reform plan to make the Security Council better carry out its responsibilities in order to cope with the new situation of collective security problems.Security Council before member States fail to propose and agree on a better formula Reform should not be enforced.Finally,as a Permanent member of the Security Council,China's choice will greatly influence the process of Security Council reform.At the same time,the direction of Security Council reform will also have a profound impact on China.Therefore,by studying the viewpoints and views of the Chinese academic circles and the government on the Security Council reform,the author thinks that under the perspective of China's development,a cautious and conservative attitude and stand on the reform of the Security Council is worthy of recognition.
