Research On Minors Criming Again And Its Prevention Question

Minors recidivism means minors under the age of 18 commit further crimes. This kind of crimes appear such characteristics as the crime with a shorter interval time, a higher proportion of secondary coincidence counts, secondary crime violent crime and property crime , criminal gangs and crime with sophisticated means. Minors who commit crimes again due mainly in the following areas: First, because of the minors'personal physical, the wrong values and outlook on life and abnormal psychology; Second, as minors family structure abnormalities, adverse family , poor families and wrong family education, and the third is due to the rapid economic development ,the adverse factors in the cultural market, social control deficiencies and social discrimination, and the fourth is due to deviation from the focus of work by the supervisor, in charge of at the event of the grantor classification system fails to properly implemented, prison management concept problems, the psychological treatment counseling work is not in the right place ,the educational function of the prisons may not work well and a small number of prison police could not play a very good quality . The article has proposed the purpose and task of minors prisons, earnestly implement the " minors mainly enforced by Educational Reform , supplemented by labor" , doing a good job in charge of the points classification and remanded case, establishing the correct prisons'management , improving psychological counseling and psychological treatment in order to improve the quality of minors reform ,the preventive measures dealing with the families, schools, communities ; emphasizing the Community Corrections and establishing a correct Community Correction philosophy, the establishment of specialized community corrections agencies, the establishment of community volunteer teams and other aspects of Correction to perfect the system of Community Corrections, strengthening the preventive measures on Community Corrections work; speeding up the proposed amendment from the "Prison Law," improving the "Criminal Law," perfecting the minors legal system, so as to improve the matching of criminal legislation and the system of preventive measures.
