The Social Security Issue Studies Of Elderly Vulnerable Group In City Under The Harmonious Society Of Socialism

The Sixteenth National Congress of the Communist Party of China has studied some major issue about building harmonious society of socialism, and cognized significance and urgency of building harmonious society of socialism.It is people-oriented, fairness and justice is taken as core value, people's vigor of creation is sufficiently activated, socialist democracy is especially perfect, legal institutions is especially complete, all of these are principal characters of harmonious society of socialism. However, the existence of vulnerable group in society probably produces disadvantageous effect to realizing equal principle of socialism, impartial principle, development targets, open hierarchical structure and development of society in phase. Because of this, resolving the vulnerable group of society problem should be taking as the first urgent business of the government, and as responsibilities and obligations of the government and the society.Affected by change of the birth rate and mortality, the population shows gradually aging trend, in our country. The elderly group is a peculiar group in vulnerable group. Because of weak influence and weak ability, they have little chance to participate integrates of main current society; either have the achievement to enjoying equally social development. This brings grave challenge to society justice, social stability, and society economic growth. Failure to resolve this problem could seriously affect the building of 'harmonious society' of socialism. To pay attention to elderly vulnerable group in city, and to resolve social security problem of them facing are an important aspect during building harmonious society that. The run and development of society also needs them. It is beneficial to the stability and unity, to the generation turn, and to the development of society in phase.This paper has firstly studied issue that how to care elderly vulnerable group in city, and how to resolve whose security problem. Secondly, it has analyzed and summarized our country selfs practical experience and successful pattern in other countries. Being based upon these facts, the paper has brought forward ways and means for resolving the social security problem of old age vulnerable group in city. The ways are include two aspects. One is the point of countermeasure, including to perfect ensuring system for the elderly, to encourage the elderly endowment at home, to cultivate communities for the elderly, to absorb and borrow abroad experience, simultaneously, to create vigor by 'population bonus'. The other aspect is the point of spirit, including to strengthen the building of the spiritual and cultural life in community-units, to encourage the establishment of private universities for the elderly and universities for the elderly teacher training center, to focus on families caring soul, the spirit of improving the quality of the elderly, actively to develop aging industry in order to play the heat elderly vulnerable groups in the city, to perfect sense of security and a sense of worthiness of the systems, to form a social atmosphere of respect for the elderly and caring for the elderly. Through all these efforts, a socialist harmonious society will be built.
