A Legal Study On The Macro-control Of The Educational Career Development

Education is the vital part of national development and the foundation of all civilizations. The development of education is directly related to talents training and knowledge transmission, and unfathomably greatly influences the development of other social careers as well. In recent years, the educational career of China has achieved a rapid development, but compared with the requirement of Chinese economic and social development, there still exists a long distance. Therefore, it's necessary to scientifically regulate the development of education and to legally adjust to educational career. Starting with the fundamental theory of the educational development regulation, this paper practically analyses the present situation of our national educational development regulation, raises the necessity and possibility to improve it. And with the study on the laws and advanced measures of the developed countries for regulating national educational development, this paper seeks for a way to improve a scientific, comprehensive and wholesome regulatory mechanism for our own educational development. This paper falls into four parts:The first part talks about the basic issues of educational development regulation. First, this part entirely defines educational development regulation from the aspects of the meaning of education, the semantic definition of educational development regulation and the content of educational development regulation. Second, it expounds upon the significance of educational development regulation and a series of positive influences and facilitating effects. At last, from the two aspects of the legal basic of educational development regulation and the status and effect of macro-control in educational development regulation, it explains the legal interaction in educational development regulation.The second part presents the practical analysis on our national educational development regulation. This part summarizes the lack of our national present educational development regulation from the present situation and problems. Aiming at these problems, this part analyzes the causes and raises the necessity and possibility to improve our national educational development regulation. And it hereby concludes that the regulation of our national educational development should be an all-round, multi-level, key points-prominent and overall situation-considered tendency. And it will be an integrated control measures aiming at establishing a sound mechanism for the educational development regulation and promoting a healthy and harmonious educational development.The third part deals mainly with the legal analysis of educational development regulation in some developed countries such as Germany, the U.S.A, Japan and the U.K. With the discussion on the advanced measures of these countries, this part tries to find out some valuable experience to develop our national educational development regulation. The fourth part researches into the improvement of our national educational development regulation. On the basis of our national situation, using the foreign advanced experience for reference, this part studies the improvement of our national educational development regulation from the aspects of industrial policy, to the regulation on finance taxation, price, investment, employment security and so on.In conclusion, through a systematic study on the legal issue of educational development regulation, this paper tries to expound upon the basic theoretical issues of construction of legal system for the educational development regulation from the points of macro-control and legal guarantee, so as to provide practical directions to these related problems, which possesses both theoretical and practical significance towards the right resolution of the correct positioning and development of our national educational career.
