By means of inheriting forebears' military legacy and summarising his own practical experiences, Mao integrated the issue of initiative and passive with the one of the freedom and constraint of army's action, and illustrated the issue of contending for the initiative more profoundly, whose basic principle is suitable not only in the past, at present, but also in future, not only for guerrilla war, mobile war but also information war, and whose war methodology shows the goal of research in information war, clarifies the strategy and tactics of in- formation war, and determine the necessary of the people's information.It is a historical mission the present age has entrusted on us, a way we have to pass to solve those two historical issues, i.e. 'the win in war and the avoid- ance of degeneration', and a sacred responsibility for the people, the nation and the country, to build up a powerful modern regular revolutionary army able to win information war in future.
