Public institutions are established by law in education, science, technology, culture, public health and other public services, non-profit, for the purpose of social organization. As the reform and development of the acceleration of the pace of modernization, the development of institutions faced with many problems and challenges, the quality of the staff for public institutions in the very process determines its own position and the direction of development. The establishment of institutions for the open recruitment system is an important link and key steps in promoting the reform of the personnel system for institutions. Changchun is one of the first cities in China to conduct open recruitment institution. Therefore, it is meaningful to research institutions in Changchun of a system of open recruitment as well as perfect for pushing forward China's reform of the personnel system for institutions to enhance the building of a harmonious society in the institutions of the fundamental role of learn.This paper uses public policy analysis theory to systematically explain. Therefore, the implementation of Changchun institutions open recruitment system with the aim is to smooth mechanism of selecting and employing in public institution; to achieve the "entry" equal opportunity; inspire vitality in government departments and institutions.The implementation of the open recruitment system in Changchun institutions introduced in 2006, which consisted of a total of six steps, respectively, mobilization, programming ; expert appraisal, designing questions; publishing recruit information, organizing for the written tests, to ensure fair, organizing interviews to ensure justice; test recruits organizations to ensure open. It is especially important to speed up the introduction of high-level personnel "green channel" of the pace of construction, and fully realize the employing units employing autonomy, achieve the rational distribution and scientific construction to ensure that Changchun City institutions healthy, rapidly and steadily development.
