In 2002, in order to strengthen the construction of jail people's police troops, Ministry of Justice established and issued 2003-2005 Planning Outlines for Construction of Jail People's Police Troops, which clearly put forward the construction aim as energetically pushing forward revolutionization, standardization and specialization of jail people's police troops. The specialization has become the direction and aim for construction of jail people's police troops. The process of specialization construction is long-termed and progressive, and become maturity gradually from low-level to high-level, which can not done overnight or done once and for ever. At present, the specialization construction is in its primary stage, just like that of socialism. In this stage, many contradictions and problems exist, for example, theoretical research is not mature, practical work is just started, the relationship between theory and practice is not clear, specialization construction of jail is not understood sufficiently and the mechanism is not perfect, etc. For many years, during construction of jail people's police troops, we always carry out continuous education to jail people's police to increase their knowledge and skills and improve practical mode of transformation, and make great efforts to implement the policy of treating the police preferentially to increase their working enthusiasm, and advocate magnificent professional ethics of jail people's police. Second, it is lack of sufficient professional power and fairly high social status as stimulation and reward. Third, in ethic, it lacks spirit of contribution in service. In my opinion, all these problems exist in construction of jail people's police troops are caused by low degrees of its specialization. One of the important reasons is that it is not solved by professionalization– a structural measure. In addition, the knowledge, power and ethic of jail people's police are not connected as a whole one, which causes divergence among them, and further weakens the overall effects acted on jail people's police. Moreover, the profession of jail police is not constructed by specialized theory and mechanism, which makes it fails to solve the problems synthetically exist in jail works and construction of jail people's police troops. The development of jail police, jail environment and social environment are not connected to build a suitable environment for development of jail police. By analysis, I believe that the professionalization of jail people's police is able to increase the degree of its professional specialization, and make the profession become a mature specialty and enhance the quality in education and transformation of criminals. The specialization construction is the core to strengthen the construction of jail people's police troops, and the breakthrough to improve and solve the problem exists in construction of jail people's police troops. The specialization construction of jail people's police troops must have unique professional requirements and professional conditions, and special cultivation system and management system. Purifying the function of jail and giving prominence to specialized quality, and determining the emphasis of specialization.
