Under the overwhelming trend of new world military revolution, actively pushing forward the military reform with Chinese characteristics is not only the objective need to safeguard and unify our country and maintain the increasing strategic interests, but also the inevitable choice in construction of our army practically. Facing the austere challenges that new world military revolution brought to us, the management of troops will also meet into new challenges and opportunities while actively pushing the military reform with Chinese characteristics. In face of these new problems, we shall establish scientific concepts, stick to scientific attitudes, master scientific theories and seek scientific methods to combine the correct theoretical weapon with modern science and technology, and transform them into firm ideal and belief and scientific world outlook of officers and soldiers, only by which can we strengthen the regularized construction and the real ability to control modern wars of our army, and gradually adapt to the requirements in winning high-tech local wars. As one of the five emphases in construction of talents strategic projects, the petty officers' contingent in communication troops will play a most important role in informative wars in future.The management of petty officers, which is completely different with the leadership, is the fundamental and basic one in root level construction of our army. The management always refers to directly contact with soldiers in root level, while the leadership always means to directly contact with every manager and indirectly with soldiers. The management mentioned in this article is the daily management of petty officers who specially engage in communication guarantee, signal reconnaissance and intelligence transmission, etc. The management of petty officers in communication troops has its particularities. First, to manage them as officers. Second, to regulate daily life system in team. Third, require less to participate in military training. Fourth, ultra-intense of professional training. The formation of these particularities are determined by the restrictions of external and internal environments to communication troops, limitations of team composition and working nature of petty officers in communication troops and their self qualities. In view of above-mentioned particularities in management of communication troops, in this article, I attempt to build a perfect, all-round and tridimensional management mode, which requires to persist in strict management of army in law, push the legalization and standardization of troops management energetically, establish an effective mechanism of building and management in law, so as to improve the legal concepts and moral cultivations of officers and soldiers, and keep their true qualities as revolutionary army for ever. Establish the innovative concept with combination of education and service, stick to "people-oriented" and advance with time, to adapt to the overall change of social circumstances and meet the needs of development of human society, and establish scientific methods for management of petty officers in communication troops. Firstly, to fix the scale of management according to perfect laws, rules and regulations. Both the development of times and the construction of army need a mature and perfect "Law of Petty Officers of People's Republic of China", which shall approximately include selection system of petty officers, reserve system of petty officers, management system of petty officers, training system of petty officers, welfare guarantee system of petty officers, work supervision system of petty officers, etc.. Law, a systemized and standardized system, possesses comprehensiveness and technicality. It is able to unify the standardized systems, simplify the complicated, clarify the ambiguous, and is easy to quote, execute, check and revise. Secondly, to build a platform for management with perfect mechanisms. Such perfect mechanisms as management mechanism of information system, public notification mechanism of daily management, assessment mechanism of technical titles, mechanism of periodical examination and democratic appraisal, scientific and effective stimulation mechanism. Finally, to build soft environment of management with education and service. Education is an important way to realize objectives of management. Education of innovative ideas, political education and ideological education shall be carried out. Ideas lead the actions. During ideological education, special attention should be paid to education of code of behavior as a soldier, education of morals as a soldier, education of team spirit, education of "wushu-morality" and education of consciousness that a petty officer is just "an ordinary soldier". Education and service are inseparable. Service guarantees to realize the objectives of management. We shall establish the consciousness of service to petty officers and service systems for it, and provide services in laws, emotions, learning, entertainment, resettlement procedures for demobilized soldiers and policy consultation, etc. The management of troops shall be improved along with the development of times, and we shall permanently persist in building a harmonious, steady, united and cohesive group that full of battle effectiveness.
