This dissertation gives a systematic analysis about the relation between the United States and Brazil in the post-Cold War era. Surveying the evolution of the relation between the United Sates and Brail in the latest 20 years, we can find it is a newer age that Brazil grows a regional power. The main contents as follows:The first chapter analyzes the characters of Brazil's relations with the United States, as well as the impact of the end of the Cold War to the relation between U.S. and Brazil. After the Cold War, the world situation dramatically transformed from the bipolar confrontation to one superpower and many powers. Brazil liberated from Cold War system. In the long ,the Brazil's relation with the United States was not symmetric. Brazil's development has been behind the United States。Brazil depended on the United States. The end of the Cold War gave a chance for Brazil to change the long non-symmetrical relations between Brazil and U.S.. With the end of the Cold War, U.S. can put impact to Brazil. Brazil faces restructuring and democratization of the dual tasks of economic restructuring and political transformation. "Washington consensus" has become Brazil-led the policy guidance and ideological basis.Chapter II analyses Brazil's large-scale economic reform under guidance of Washington Consensus, as well as the impact to the relations between the United States . After the Cold War, "Washington consensus" has become the guidance of the political and economic development for the undeveloped country. The "Washington Consensus" was understood differently. From the perspective of academic thought, policy guidance as well as ideology to understand the Washington Consensus, we can find the evolution of the international relations in post-Cold War era. Brazil's "Real Plan" is the other copy of "Washington consensus", but it is more focused on policy guidance and ideological levels. After the implementations of some radical policies, a great deal of American capital flooded in Brazil, controlling Brazilian enterprises. The trade between the two sides reversed, the Brazilian surplus reversed to a large number of trade deficit, becoming the world's largest debtor nation.The third chapter analyzed the influence of 9·11 and lula's presidency to the relation between Brazil and U.S.. Brazil as a regional great power gradually highlighted the impact. Both at the regional level and global multilateral trade negotiations, Brazil showed more independent. After September 11, the United States transferred its strategic objectives, loosing the relation between the United States and Latin America With a large number of left-wing political party leaders mounted the political arena, Latin America set off a new round of anti-Americanism. When Lula became brazilian president, Brazilian diplomacy change from reliance on American and Europe to cooperation with other stats in the region and strengthening the relation with other new power. As a result, Brazil became like a great power. For a long time, latin America was seen as American"backyard", so Brazil had a long time to become a dominant power in Latin America.Conclusion: t Brazil opened a curtain of readjustment of the relations with U.S. in post-Cold War era. The United States is currently the world's unipolar hegemony, and it wouldn't tolerate the rise of emerging countries. "Brics" represents a major change in contemporary international relation that the rise of the emerging countries in the world which also meaned American power transfer to the emergencing state. It is difficult for Brazil residing in the United States traditional backyard to challenge the American leadership in Latin America. In the foreseeable future, Brazil is not able to become a leader in Latin American.
