Credit risk is one of the oldest and most important financial risks in commercial banks. Its broad existence is an important character in modern finance, the root of bad assets, liquidity crisis in banks, and is one of the basic reasons for territorial or global crisis. So, in order to long-lasting and healthy development of banks, we have to strengthen the regulation on credit risk.The New Basel Capital Accord was published by Basel Committee on Banking Supervision on 26 June, 2004, which is the standard document of credit risk management in international commercial banks, and it will play a far-reaching role in the global banks' supervision and regulation of the credit risk.First, the paper introduces the academic basement for the whole paper. The paper roundly introduces the reason, the main body, the action and methods for commercial banks' credit risk regulation. The article inspected the regulation rules of the Basel New Capital Accord, introduced three Principles of new Basel agreement such as minimum capital requirement, external supervision and market publics is closure and analyzed its negative influence to our country. The paper collects America, England and Hong Kong and then introduced the development of supervision and regulation of the credit risk, from three angles: Credit Rating, Internal Control and Information disclosure and tries to find out the experiences and revelation.Finally the article inspected and appraising Chinese commercial banking supervision and regulation of credit risks from perspective of legations practice, then put the suggestion that we should be try our best to reform the credit Rating, improving Internal Control, enhance information transparency.
