Abstract/Summary:
This paper is aimed at exploring the issues of anti-corruption, pro-cleanness, and institution building on the part of local governments. taking institution as an instrument to regulate governmental behavior, avoid corruption, and ensure cleanness of local governance. This paper analyzes institutions of combating corruption and building clean governance both in ancient and modern China, and compares mainland China with Hong Kong and foreign countries in this regard. Based on the current state of the institutional building in Qingpu district of Shanghai, this paper comes up with an institutional framework for combating corruption and promoting cleanness in Chinese local governments.This paper is divided into six chapters.The first chapter is the introduction, which discuss the topic origin of the selection of this paper, theory basis and research technique and so on.The second chapter is the introduction of the anti-corruption and pro-cleanness institution, which explains the meaning and characteristics of the anti-corruption and pro-cleanness institution, and examines its practice during different periods of China as well as that in Hong Kong and foreign countries. It highlights the significance and urgency of such institution by narrating the ancient ideas of clean politics, as well as clean administration in Hong Kong and abroad.The third chapter discusses the forms, characteristics, damages and causes of corruption at the local level. Taking Qingpu District of Shanghai as a case, this paper analyzes the current state of corruption as well as its features, influence and causes. It also points out the importance of combating corruption and building clean governance.The forth chapter is devoted to an analysis of the causation of local corruption from the institutional perspective. The key point is to find out the main causes of local corruption, including institutional failure, the belated shift of governmental function, absence of checks and balances of powers, lack of supervision, inspection and punishment mechanisms, and the widespread hidden and informal rules. This chapter concludes that institution building is the most effective way to combat corruption and build clean governance.The fifth chapter further explores the institution building in local governments. Taking Qingpu District as example, it proposes a feasible framework of combating corruption and building clean governance at the local level. This framework contains five elements: 1) uprooting corruption from the institutional perspective, 2) developing a mechanism of investigating cases of corruption based on information provided by citizens via mail on the part of the local party discipline inspection commission and government monitor organ,3)enhancing supervision institution, 4) strengthening punishment mechanism, and 5) combining institution building with moral education.The sixth chapter summarizes the key points of this paper. It also highlights several issues related to the process of institution building, including a comprehensive and long-term plan, compatibility of different elements within the same system, and transparency and acceptability of new institution to the people.
