The Research On Chinese Township Government Anti-corruption Normalized Mechanism Structure Promoting Since 18th NCCPC

The integrity of township-governments is the premise and foundation for the improvement of rural people’s living standards, and it is also the important guarantee for building a moderately prosperous society comprehensively. Currently, our country is at a critical stage of deepening the reform and development. It is essentially significant to build a service-oriented and clean government by paying special attention to the village and township’s construction of anti-corruption system and further standardizing the operation of the power belonging to villages and towns. Since the 18th National Congress of the Communist Party of China, under a tough situation of the nationally high-handed anti-corruption, many township-governments have achieved gratifying achievements in building a clean government and combating corruptions, thus winning the trust and support from the masses. However, due to the defects of the integrity system and its insufficient enforcement, the basic-level township-governments are still in serious violation of disciplines and laws, the malversations of encroaching on the interests of the masses still occur frequently, therefore, the task of anti-corruption remains arduous. On the new period, it is an important cornerstone to strengthen and perfect the township system of anti-corruption and ensure its effective implementation.The corruption of township-governments occurs directly around the masses, which results in great harm and brings bad influence, it must be severely punished. In this article, aiming at bad styles of the township cadres’ ignoring of discipline and state laws, anti-corruption education system lagging behind, weak supervision of depleted cadre and personnel system and other outstanding issues in the anti-corruption system construction of township-governments, the author deeply analyzes the reasons and its harms incurred by the growth and spread of the township corruption and points out that the construction of the current township anti-corruption system should start with rectifying the party disciplines and the laws of the state seriously, deepening the reform of systems and mechanisms of the key fields to ensure the law-oriented governance of the country, strengthening anti-corruption education and building a strong ideological line of defense, strengthening supervision and severely punishing corruption. In the end, the author concludes that all-level township-governments should build a long-term mechanism of township anti-corruption and create a favorable grass-roots political ecology.
