With the advance of urbanization in China, Sub-district Offices have been playing an increasingly important role and status in social management and social services of China, whose executive ability directly affects the social stability and economic development. Executive ability of Sub-district Office reflects the ruling capacity of the Party and Government's Public Trust. However, some events occurred in the field of public administration show that many problems can be found in the executive ability of Chinese governments at all levels, especially Basic Level Government, which affecting the implementation of the Party's guidelines and policies, and this not only leads to the decline of government efficiency, but also seriously affects the government's image in the minds of the people. In the backdrop of the construction of service government and Government Reform, it is the important part of the construction of government's executive ability that to strengthen the executive ability of Sub-district Offices and enhance the efficiency of social management and social service. Therefore, objectively, this requires a comprehensive, systematic, in-depth study on executive ability of Basic Level Government.Combining Theory with Practice, in order to avoid standing in a static description, the article constructed the analysis framework on executive ability of Basic Level Government, taken Kunming Xishan District fuhai Street Office as the example. After in-depth investigation and research, the article analysised the problems and causes of executive ability and explored the effective countermeasures, which has important theoretical significance and practical guidance value.The article consists of five sections. The first section is the introduction. The second section describes the executive ability of Basic Level Government. The third section analyzes the specific causes of the problem depend on the main issues and the performance of the executive ability of Kunming Xishan District fuhai Street Office. The fourth, aimed at the problems, puts forward practical countermeasures which is under guidance of government's executive ability theories. The fifth section is the concluding part of the article.
