Study On Hearing System Of Public Policy Formulation

Hearing system of public policy formulation was origined from the principle of natural justice in England and due process of law in the USA. It is the prop system of modern democratic politics and modern administration procedure; It plays an important role in the process of participating public policy promotion equally; It can guarantee the government to exercises its power publicly, fairly and in justice; It can realize scientific style, democratization and government by law , the role of it cannot be replaced by any other systems.It is not long ago before the hearing system of public policy formulation appeared in China, but it has been developed rapidly in recent years. Above 3000 public hearings about price and 60 legislation public hearings were been held in the end of 2006. However, the function cannot be realized because that the information is not public, the procedure is not transparent, the system suggestion is lag, the legal status is not clear in practice.In view of all sorts of questions exists in hearing system, on the basis of the process of stipulating " City public passenger transportation act of Changsha" , Utilizing the theory of public management, law, economic, analysising the actual effect, insufficiency and flaw of hearing system in public policy formulation as well as discovering the crux which the question exists, so that the countermeasure and suggestion of solving the problems can be found. We shall see macroscopic from microscopic, see the whole from partial, so that mentality and method can be provided to the hearing system in the process of public policy formulation.
